<a id="p100010"></a>With the following declarations and reservations:
<a id="p100011"></a>"Le Gouvernement français , en raison de ce que les territoires français situés dans la zone du Traité de Pelindaba instituant une zone exempte d'armes nucléaires en Afrique sont une partie intégrante de la République française , ne peut signer le protocole III additionnel $\text{а}$ ce Traité qu'en tant que responsable de droit (de jure) de ces territoires. Il attend des Parties $\text{а}$ ce Traité qu'elles prennent acte de ce que sa participation $\text{а}$ ce Protocole ne s'effectue qu'en cette qualité .
<a id="p100012"></a>"Le Gouvernement français , en signant les trois protocoles additionnels au Traité de Pelindaba instituant une zone exempte d'armes nucléaires en Afrique et sous réserve , pour son entrée en vigueur $\text{а}$ l'égard de la France, de l'accomplissement des procédures constitutionnelles requises, exprime les réserves et fait les déclarations interprétatives qui suivent:
<a id="p100013"></a>"Aucune disposition des protocoles ou des articles du Traité auquel ils renvoient ne saurait porter atteinte au plein exercice du droit naturel de légitime défense prévu par l'article 51 de la Charte des Nations Unies.
<a id="p100014"></a>"Le Gouvernement français , en souscrivant du fait de son acceptation aux obligations énumérées par les trois protocoles, considère que ces obligations s'appliquent exclusivement aux activités se déroulant dans les territoires situés $\text{а}$ l'intérieur de la zone exempte d'armes nucléaires de l'Afrique.
<a id="p100015"></a>"Le Gouvernement français comprend que les obligations résultant du protocole III, qui renvoient $\text{а}$ l'article 3 du Traité , ne s'opposent pas au transit, par des territoires de la République française situés $\text{а}$ l'intérieur de la zone d'application du Traité et $\text{а}$ destination d'autres territoires de la République française , de "dispositifs explosifs nucléaires " définis $\text{а}$ l'article 1er, paragraphe c, du Traité .
<a id="p100016"></a>"Le Gouvernement français considère que le Traité ne modifie en rien le régime juridique auquel était soumis le canal de Suez avant l'entrée en vigueur du Traité . Le Gouvernement français considère que le Traité ne porte aucune atteinte au principe du libre passage du canal, en temps de guerre comme en temps de paix.
<a id="p100017"></a>"L'engagement énoncé $\text{а}$ l'article 1er du protocole I équivaut aux garanties négatives de sécurité accordées par la France aux Etats non dotés d'armes nucléaires parties au Traité sur la non - prolifération des armes nucléaires , telles qu'elles ont été réaffirmées par la déclaration prononcée le 6 avril 1995 par le représentant de la France $\text{а}$ la Conférence du désarmement et visées par la résolution 984 du Conseil de sécurité des Nations unies. Ces garanties ne sauraient s'appliquer $\text{а}$ des Etats non parties au Traité sur la non - prolifération des armes nucléaires ."

<a id="p100019"></a>"The French Government, owing to the fact that the French Territories situated in the zone covered by the African Nuclear-Weapon-Free Zone Treaty (Treaty of Pelindaba), are an integral part of the French Republic, can sign Protocol III additional to the Treaty only as [a Party] de jure responsible in respect of these Territories. It expects that the Parties to this Treaty will take note that France participates in this Protocol in this capacity only."
<a id="p100020"></a>"The French Government, in signing the three Protocols to the African Nuclear-Weapon-Free Zone Treaty, and subject to the completion of the necessary constitutional procedures for its entry into force with respect to France, makes the following reservations and the following interpretative declarations:
<a id="p100021"></a>"Nothing in the Protocols or the articles of the Treaty to which they refer shall impair the full exercise of the right of self-defence as provided for in Article 51 of the Charter of the United Nations.
<a id="p100022"></a>"The French Government, in subscribing, as a result of its acceptance, to the obligations enumerated in the three additional Protocols, considers that these obligations shall apply exclusively to the activities which take place in the Territories situated within the African nuclear-weapon-free zone.
<a id="p100023"></a>"The French Government understands that the obligations arising from Protocol III, which refer to article 3 of the Treaty, shall not oppose the transit, through the Territories of the French Republic situated within the zone covered by the Treaty and bound for other Territories of the French Republic, of the "nuclear explosive devices" defined in article 1 (c) of the Treaty.
<a id="p100024"></a>"The French Government considers that the Treaty shall in no way modify the legal regime governing the Suez Canal prior to the Treaty's entry into force. The French Government considers that the Treaty shall in no way impair the principle of free passage through he Canal, both in time of war and in peacetime.
<a id="p100025"></a>"The commitment contained in article 1 of Protocol I is equivalent to the negative security assurances accorded by France to the non-nuclear-weapon countries which are Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, as reaffirmed in the statement made on 6 April 1995 by the representative of France to the Conference on Disarmament and which are the subject of United Nations Security Council resolution 984 (1995) of 11 April 1995. Such assurances do not apply to States which are not parties to the Treaty on the Non-Proliferation of Nuclear Weapons."
