<a id="p100015"></a>In accordance with article 10 of this Convention, the Republic of Cuba does not consider itself as bound by the provisions of article 9; instead, it will at all times be prepared to settle any dispute that may arise concerning the interpretation or application of one or more operative parts of this Convention by diplomatic negotiation with the dissenting party or parties.
