application of the Convention.

    Has  accepted all  Parts. Pursuant to Article 4, paragraph 1,
    of  the  Convention, the Government has availed itself of the

13,  paragraph  2;  16,  paragraph  2;  22,  paragraph 2. The
Government has also availed itself of the temporary exclusion
provided for in Article 38, paragraph 1, of the Convention.
