The Government of the Hellenic Republic declares that the accession of the Former Yugoslav Republic of Macedonia to the Conventions of the Council of Europe to which the Hellenic Republic is a Contracting Party does not imply the recognition of the Former Yugoslav Republic of Macedonia by the Hellenic Republic.
Netherlands
Declaration contained in the instrument of ratification, deposited on 27 August 1956 — Or. Fr.
We approve herewith, for the Kingdom in Europe, in respect of all the provisions contained therein, the Convention reproduced above.
New Zealand
Declaration contained in the instrument of accession, deposited on 20 July 1978 — Or. Engl.
The Accession of New Zealand to the Convention and to the Protocol applies to the Cook Islands, Niue and the Tokelau Islands.
Switzerland
Declaration contained in a letter from the Head of the Federal Department for Foreign Affairs, dated 25 April 1991, handed to the Secretary General at the time of signature and of deposit of the instrument of ratification, on 25 April 1991 — Or. Fr.
Although the aforesaid Convention does not contain a specific provision for denunciation, the Swiss Federal Council considers it may be denounced, by virtue of Article 56 of the Vienna Convention on the Law of Treaties of 23 May 1969.

The Swiss Federal Council declares that the competence of cantons in the field of education, as established by the Federal Constitution, as well as the autonomy of universities are reserved for the implementation of the Convention.
United Kingdom

I hereby declare, on behalf of the Government of the United Kingdom of Great Britain and Northern Ireland, that the Convention and its Protocol shall apply to the Isle of Man, being a territory for whose international relations the Government of the United Kingdom is responsible.

The Government of the United Kingdom of Great Britain and Northern Ireland, having considered the Convention aforesaid, hereby confirm and ratify the same in respect of the United Kingdom of Great Britain and Northern Ireland, but not of the other territories for whose international relations they are responsible.
